The OECD Communications Outlook provides an extensive range of
indicators for the development of different communications networks and
compares performance indicators such as revenue, investment, employment
and prices for service throughout the OECD area. These indicators are
essential for industry and for regulators who use benchmarking to
evaluate policy performance.

Los retos clave de los países en desarrollo no son la falta de ordenadores ni de conexiones a Internet sino la pobreza, la desigualdad o las carencias del sistema educativo, por nombrar algunos ejemplos. Aún así, en la medida en que ayudan a afrontar estos desafíos, la inversión en TIC y su adopción pueden jugar un papel fundamental en los procesos de desarrollo de estas regiones.

INFORMAÇÃO E DE COMUNICAÇÃO NO BRASIL
INTRODUÇÃO
A realização da quarta edição da PESQUISA SOBRE O USO DAS TECONOLOGIAS DA INFORMAÇÃO E COMUNICAÇÃO NO BRASIL – TIC Domicílios – trouxe uma importante novidade: a extensão da pesquisa para todo o território nacional. Em 2008, a TIC Domicílios passou a ser aplicada também na área rural do Brasil. O objetivo foi possibilitar a construção de um retrato ainda mais completo do uso e da posse das TICs no país, apresentando, a partir deste ano, resultados para o Total Brasil. Este é um benefício importante para compararmos de modo ainda mais apurado os resultados de nossa pesquisa com os estudos internacionais, assim como para possibilitar o desenho de políticas públicas que possam melhor atender aos objetivos da inclusão digital em um país continental, que apresenta profundas diferenças socioeconômicas e culturais entre suas regiões.

The detrimental effects of mobile phone use on driver performance have been widely studied (e.g. Brown & Poulton, 1961; Burns, Parkes, Burton, Smith & Burch, 2002; Parkes, Luke, Burns & Lansdown, 2007). However, there is a significant gap in the research literature, namely the effects of text messaging on driving. In 2008, The RAC Foundation asked 2002 members of the social networking website Facebook (www.facebook.com), to self report on whether they text whilst driving and 45% admitted doing so. In response to this, the RAC Foundation commissioned TRL to investigate the relative driver impairment caused by texting whilst driving.
The aim of the study was to assess the impact of text messaging on driver performance, and the attitudes and beliefs that surrounded the activity in the 17-25 age category. Reaction times, car following ability, lane control, and driver speed were used as measures of driver performance and driver attitudes were assessed using personality questionnaires.
