Large-scale study of populations may contribute significantly to science’s understanding of the complex multi-factorial basis of disease and to improvements in prevention, detection, diagnosis, treatment and cure. This book summarises the proceedings of a conference on human genetic research databases. It examines what they are and provides a number of examples. It looks at how they have been established, governed, and funded. And it looks at how they are managed and commercialised, exploring what the policy implications are for governments.

This is the final report of the High Level Group on Human Resources for Science and Technology appointed by the European Commission in 2003. This High Level Group (HLG) was part of the Commission’s strategy to address the Lisbon EU Summit declaration of March 2000: that Europe should become the most competitive and dynamic knowledge-based economy in the world, capable of sustainable economic growth with more and better jobs and greater social cohesion. The report analyzes the current stage of the SET market in Europe, drawing conclusions and presenting a set of recommendations for the development of that sector in Europe.

The message that emerges is that the region has failed to develop its own strategies to incorporate ICTs into its public policies.
